| He participated in the Quit India
movement and had to undergo imprison- ment in 1942. He began his career
as a trade unionist around 1956, during which he underwent severalfasts
in support of workers' demands.
Mr. Swami has been to jail as many
as 18 times during agitations under taken in the public interest.
By training a lawyer, he represented
the Dehradun Assembly constituency between1969 and 1974. He was elected
to the U.P.Vidhan Parishad thrice as a representative of the Garhwal-Kumaon
Graduates' Constituency and went on to serve many years as its Acting Chairman
and then as its Chairman.
He began his career as a member of
the Jan Sangh and then joined the Congress. Soon, however, he made his
way back to the Bharatiya Janata Party and has provided it excellent leadership
in the hills.
