NARAYAN
DUTT TIWARI
Shri Narayan Dutt Tiwari, is the
Leader of the House and the Ist elected Chief Minister of Uttaranchal
State.
Sh.Tiwari was
born in village Baluti of district Nainital in the year 1925. At the young
age of 17, he was jailed, along with his father, Poornanand
Tiwari, for taking part in the freedom movement in the year 1942. After
his release from jail in the year 1944, he took admission in Allahabad
University. He not only secured first division in MA (Political Science)
but also topped the university. Thereafter, he again secured a first division
in the LLB examination.
His initiation
into politics began during his student days and he was elected President
of the Allahabad University Students Union. Later, with Pt. Nehru's blessings,
he joined the Congress Socialist party. In the year 1952, when elections
were first held in Independent India, he was elected MLA from Nainital
constituency on the Praja Samajwadi Party ticket.
In the year
1954 he was married to Dr. Sushila Selwal. He was again elected from the
Nainital legislative constituency in the 1957 elections and was chosen
as the leader of the opposition. In 1960, he was made President of the
UP Assembly Public Accounts Committee. In 1962 he was elected the Secretary
of the State Co-operative Federation and Director, Land Development Bank.
He was appointed the Vice-President of the Estimates Parishad at which
post he remained for four years starting from 1965.
It was in the
year 1963 that he joined the Congress at the behest of renowned socialist
Gainda Singh. In the year 1965 he was also appointed as the All India Coordinator
of the National Youth Congress. In 1967 he established the Jawahar Lal
Youth Centre and in 1968 he was selected as the leader of the delegation
to the World Youth Assembly held in Japan.
It was in
1965 that, for the first time, he was elected an MLA on the Congress ticket
from the Kashipur constituency. The same year, again for the first time,
he was appointed Minister for Labour, Planning and Panchayati Raj under
the Chief Ministership of C.B. Gupta but resigned after 8 months along
with 8 other ministers.
In 1970, he
was again appointed the Minister for Finance and Parliamentary Affairs
Minister in the Choudhary Charan Singh government. But soon after, the
Charan Singh Ministry fell. Thereafter, when Kamlapati Tripathi became
the Chief Minister, Tiwari was again appointed Minister with multiple portfolios
of Finance, Industry, Irrigation, Excise, Electricity and Labour and Sugarcane
development.
In 1974, he
was re-elected from the Kashipur constituency and in 1975, with Bahuguna
as the Chief Minister, he was again entrusted with the portfolios of
Finance, Industry, Sugar, Sugarcane Development, Excise and Labour, as
Cabinet Minister.
It was in the
months of January 1976 that he first became Chief Minister of UP and remained
so till 1977. In the elections held after the emergency the Congress suffered
a crushing defeat and his government was dismissed. But in the 1977 elections,
despite the strong Janata Party wave, he was again elected on the Congress
ticket from the Kashipur constituency and was elected the leader of the
opposition as also the leader of the Congress legislative party in the
UP assembly.
In 1980, he
was elected as MP from the Nainital constituency. He won with a record
margin of over a lakh votes. In the same year, he was appointed as Minister
for Planning in the Central Cabinet. He was also appointed as the Vice-Chairman
of the Planning Commission. In 1981 he was appointed as the Industries
Minister. Later, he was entrusted with the portfolio of Steel and Mines.
He became the
Chief Minister of UP for the second time in 1984. He was elected from the
Kashipur Assembly Constituency in 1985. On March 1985 he became the Chief
Minister of UP for the third time. But in September he joined the central
cabinet as the Industries Minister. In 1986 he was also given the additional
portfolio as Petroleum Minister.
Following this
he was appointed Foreign Minister in October 1986. In April 1987 he replaced
Vishwanath Pratap Singh as leader of the Congress in the Rajya Sabha. In
July 1987, he was appointed as Finance and Commerce Minister in the Central
Cabinet.
In the year,
1987 he was awarded a honorary D. Lit. Degree by the Kashi Vidyapith University.
And in 1988 he became the Chief Minister of UP for the fourth time. He
was again elected from the Kashipur Assembly constituency in the elections
of 1989. The same year he was elected the leader of the Congress legislature
party.
In 1991 he
was again elected from the same constituency and in 1994 he was made the
President of the UP Congress.
In 1995, after
the formation of the Tiwari Congress he became its President. He was elected
as MP from the Nainital constituency in 1996 and again in 1999 on the Congress
ticket, having merged the Tiwari Congress with the parent body.
